RESSOURCES NATURELLES ET FUITE DES CAPITAUX AUX CAMEROUN

This study informs/apprises government (Ministry of Finances, of Economy and Plan, of Trade, of Mine), on the necessity to ameliorate governance in the oil and timber sectors, and also quality of institutions particularly those in charge of commercial transactions of the country. In fact, Cameroon is rang 10 among African countries which register highest level of capital. 83 percent of capital flight register by the country between 1970 and 2010 is due to trade misinvoices. Over the period 1995-2012, these false invoices are greater than global capital flight, and are primarily source from oil and timber sectors. Improve governance and quality of institutions in charge of value chain of these products would reduce these false invoices. This can be done by: (1) the reinforcement of control and formation of civil servants of customs; (2) the reinforcement of sanctions against corrupts agents to discourage these practices.
